Scottish Water is required to set out clearly its plans for improvements to the service experienced by customers. The implementation of procedures for vesting legacy SUDS present significant challenges for SW. While the processes for the adoption of new SUDS is well underway, there are significant issues to be dealt with relating to legacy SUDS. Currently, the owners of legacy SUDS have no established method to apply for adoption. Furthermore, SW has no method of assessing the integrity of the legacy SUDS nor of identifying the extent of refurbishment required to bring the asset to a vestable standard. SW does not have a method to expand their policy of adopting new public SUDS (ponds and basins) to include the type of SUDS that might be acceptable as legacy SUDS which were constructed in good faith following best practice. Although SW has gained skills and knowledge in newly constructed SUDS through the current KTP association, there remains a lack of in-depth knowledge and expertise on the particular issues of legacy SUDS. This project will address the confusion of legacy SUDS resulting from the lack of ownership and design direction since SUDS were introduced in Scotland.
